Conversational AI Platform 2026: Google, Microsoft Copilot Studio, Kore.ai, Cognigy, Rasa, Voiceflow and Botpress Compared
Compare Google, Copilot Studio, Kore.ai, Cognigy, Rasa, Voiceflow and Botpress for customer chat, voice, human handoff and action controls.
Published

Choose a conversational AI platform by who will own the agent after launch: Cognigy for an established contact centre, Rasa for a team that owns the code, and Google Conversational Agents for a cloud engineering team. These 7 platforms all need a concrete answer to the same question: what happens when the agent must stop acting and a person must take over?
Pricing, billing definitions and product capabilities were checked against each vendor's live pages on 27 October 2026. This is a comparison of published capabilities and implementation requirements, not a hands-on reliability test. The recommendations concern platforms you use to build customer agents, including the work your organization must supply.
For a small support operation with limited engineering capacity, start with Voiceflow for collaborative conversation design or Botpress for a chat-first build with a public entry price. Microsoft Copilot Studio deserves the first evaluation in a Microsoft-centered organization. Kore.ai is the enterprise alternative when the project spans customer automation, human-agent assistance and service quality management.
Top Conversational AI Platforms at a Glance
The starting prices below buy different units of work. A request, a Copilot Credit and a conversation are not interchangeable, and a free license does not cover every service needed to run an agent.
Google's entry above covers the Conversational Agents Flows/Playbooks rate card. Its former product landing URL now leads to Customer Experience Agent Studio, which has a separate product and pricing page. Do not attach one product's advertised price to the other's implementation.
What Is a Conversational AI Platform?
A conversational AI platform is the software you use to design, deploy and operate customer conversations that can answer questions, follow business processes and call connected systems. The platform provides the agent's working environment; your business supplies its knowledge, permissions, policies and escalation destination.
A useful platform combines a large language model, or LLM, which interprets and generates language, with guided flows for steps that must happen in a defined order. Those flows matter when a customer changes an address, disputes a charge or asks for account information. Natural conversation helps the customer explain the request. Explicit logic determines whether the requested action is allowed.
Think of an order enquiry. The agent needs approved delivery information, a way to identify the customer, an order-system connection, a rule about what it may change, and a way to reach a person if the order needs an exception. A fluent answer alone does not complete that journey.
The buying checklist therefore extends beyond the chat box:
- Conversation design: LLM instructions alongside predictable flows, conditions and fallback responses.
- Channels: Website chat, messaging and voice, with the required features verified in each channel.
- Actions and knowledge: Connections to approved documents and business systems, with appropriate permissions.
- Human handoff: A working route into a staffed support system, carrying relevant context.
- Analytics and evaluation: Evidence of where conversations failed, which actions ran and what changed after a release.
- Guardrails: Controls on information access, tool use, content and publication, plus business rules outside the prompt.
For ready-made assistants you use directly, see the best AI chatbot comparison. For packaged agents that work inside an existing help desk, use the AI customer service tools comparison. The decision here is how to build and maintain your own customer-facing conversation system.
Conversational AI vs Generative AI
Conversational AI describes the interaction: a system understanding and responding within a conversation. Generative AI describes a capability used inside many such systems: producing language or other content. A conversational agent can combine generated replies with fixed responses and deterministic business logic.
For a support leader, the useful distinction is practical. Let the model understand “the parcel went to my old flat.” Let an authenticated workflow decide whether an address change is still possible. The model's ability to infer meaning should not become permission to change any account it can mention.
The Three Kinds: Who Owns the Work?
Enterprise contact-centre platforms package agent building around service operations. Cognigy and Kore.ai belong here. Evaluate them when routing, telephony, human teams and operational oversight are central to the purchase. A contact centre is the organization and software handling customer calls and messages; the AI platform may connect to it rather than replace it.
Developer frameworks and hosted builders put more of the design in your hands. Rasa is the code-oriented framework choice. Voiceflow and Botpress are hosted visual builders within this group. They make different tradeoffs between infrastructure ownership, visual editing and custom integration work.
Cloud-provider builders fit organizations already able to operate cloud services. Google Conversational Agents and Microsoft Copilot Studio are the picks here. Existing identity, integration and administration choices can outweigh small differences in the conversation editor.
Enterprise Conversational AI Platform: What Makes It Enterprise?
The useful test is whether you can assign responsibility for the entire customer journey. Someone must approve changes, maintain integrations, staff escalation queues and investigate failures. Buying an enterprise label does not assign those jobs.
For a multinational support operation, ask who can publish a changed refund policy, how a regional queue is selected and what happens when the receiving platform is unavailable. For a small company, the same questions still matter, but a lighter builder may be proportionate. Organizational complexity is a better selection signal than employee count alone.
How These Were Picked
The recommendations turn on published evidence for building mixed LLM-and-flow agents, handing conversations to people, constraining actions, operating the required channels and understanding the billing unit. Each platform's own pricing, product or documentation pages were checked for this comparison.
No vendor's containment rate is treated as a forecast for your business. Containment means a conversation stayed with automation; that does not establish whether the customer's problem was solved. A successful transfer to a person may be the right outcome for a sensitive request.
The most important original comparison is the handoff responsibility. Cognigy documents connectors and handover nodes. Google documents a signal your integration must handle. Rasa documents a pattern you must implement. Voiceflow distinguishes a live reply connection from ticket creation. Botpress documents a change in the destination for new workspaces. Those details determine work that a generic “human handoff supported” checkbox hides.
Conversational AI Companies: What the Shortlist Includes
These seven vendors cover enterprise service platforms, developer ownership and cloud building without expanding the list into personal assistants, video avatars or packaged help-desk agents. The order starts with the strongest fit in each of the three kinds, followed by alternatives that win for a specific operating model.
The fit judgments below are editorial recommendations. Published integration support earns a place on the shortlist; only a pilot in your actual channel can establish whether the complete journey works for your customers.
The Seven Platforms Compared
1. Cognigy: Best for an Established Contact Centre
Cognigy, branded NiCE Cognigy, is an enterprise platform for building customer agents around an existing contact centre. It is the first choice here for a support organization whose difficult work is coordinating voice, chat, connected systems and human escalation. Its published platform combines LLM reasoning with deterministic steps, evaluations, operational oversight and conversation analytics. The buying condition is concrete: you must have a service operation substantial enough to use that breadth.
Best for: Established support organizations with a contact-centre owner and an implementation team.
Standout: Agent building connected to human handover and ongoing service operations.
Pricing: Quote only; no numerical list rate was verified on the current platform page.
Free trial: Demo offered; confirm trial availability and terms with the vendor.
How the Human Handoff Works
Cognigy documents Handover Providers, which connect the agent to a compatible contact centre. A Handover to Human Agent node starts escalation inside a flow. That requires both the appropriate connector and a handover-compatible endpoint, meaning the actual channel connection. Voice Gateway and Webchat appear in the supported endpoint list. The documentation also provides nodes for checking human availability, observing handover status and closing a handover. Cognigy handover documentation
For an airline support team, the useful demonstration is a disrupted booking that reaches the correct staffed queue with the passenger's existing context. Ask the implementer to show the receiving agent's view. Then make the queue unavailable. A happy-path transfer proves less than a clear, recoverable failure path.
Cognigy's own Live Agent product supplies a human workspace for digital conversations, with customer context and operating metrics. Scope that separately from connecting the AI to a contact centre you already use. The presence of a human workspace in the product family does not establish which components your quote includes. Cognigy Live Agent
How You Limit the Agent
Cognigy describes tools with defined parameters and execution conditions, plus the ability to switch between LLM-led interactions and structured flows. Its agentic platform also lists content moderation and jailbreak-prevention filters. Use those as separate layers: content filtering addresses what the model says, while execution conditions address whether an action may run. Cognigy agentic controls
For the disrupted booking, a model can interpret the customer's preference while a rule checks fare eligibility before changing the ticket. Your acceptance test should attempt a prohibited change using persuasive language. The required result is a rejected action or escalation, with an understandable record of why.
The verdict: Choose Cognigy when preserving the existing contact-centre operation matters more than obtaining the lightest possible builder. Skip it when you have a narrow website FAQ and nobody responsible for implementation or service operations.
- Documented handover providers and channel requirements.
- Availability and handover-status controls support failure-path design.
- Combines structured process steps with language-model interactions.
- Platform coverage extends to evaluation and operational oversight.
- Quote-based procurement makes an early budget comparison harder.
- Connector and endpoint compatibility still need verification.
- A broad contact-centre implementation needs more ownership than a simple chat widget.
Start the Evaluation With a Handoff
This is a proposed pilot using Cognigy's documented controls, not a test performed for this article.
Configure the receiving service
In Deploy > Handover Providers, configure the contact-centre connection. Confirm that the chosen endpoint supports handover before designing the rest of the journey.
Make escalation explicit
Add a Handover to Human Agent node to the test flow. Use a direct customer request for a person as the first trigger so the transfer is easy to reproduce.
Exercise availability and status
Use the documented availability and status controls to distinguish a conversation waiting in a queue from one accepted by a person. Specify what the customer sees when nobody can accept it.
Verify the human conversation
Have a colleague receive the escalation and reply from the support system. Check context delivery, customer replies and the closing behavior. Repeat with the receiving service unavailable before expanding the pilot.
2. Rasa: Best for a Team That Owns the Code
Rasa is the developer-oriented choice when conversation behavior is part of your product and you want explicit control over its implementation. Its CALM approach, short for Conversational AI with Language Models, separates language interpretation from structured business flows. That makes it compelling for a product team with backend engineers and policies more specific than “answer from these documents.” The same ownership makes it a poor shortcut for a support manager without engineering support.
Best for: Technical product teams that can maintain integrations, deployment and conversation logic.
Standout: CALM separates the model's interpretation from the flow that executes the task.
Pricing: Free Developer Edition permits one bot per company and up to 1,000 external conversations/month; Enterprise is quote only.
Free trial: A free license is available for local or production use within its limits.
What the Framework Gives You
In CALM, the LLM interprets a message and produces commands. A dialogue manager uses them to progress through flows, invoke a backend integration or handle conversational changes. Responses are templated by default, with an optional rephrasing component. That separation gives developers a place to express business steps directly. Rasa CALM documentation
Consider a subscription business handling delivery changes. A customer may interrupt an address change to ask about the delivery date, then return to the original request. The design task is to support that conversational flexibility while keeping the actual account update behind the same checks used elsewhere in the product. A free-form answer should not quietly skip those checks.
Rasa's current documentation distinguishes Rasa Pro and Studio from the newer Mantle orchestrator and an early-access agent-building interface. This recommendation is specifically about the documented Pro/CALM approach. Ask which runtime and interface a proposed implementation uses; do not treat every capability under the Rasa name as the same release or entitlement. Rasa documentation scope
How Handoff and Action Limits Work
Rasa's default human-handoff behavior informs the user that the assistant cannot help. A working transfer requires you to override pattern_human_handoff and implement a custom action. That is a substantial distinction: the framework provides the conversational pattern, while your application must connect it to the receiving service. Rasa human-handoff pattern
The implementation should pass the customer identity and relevant conversation history, pause automated replies and recover if the support service rejects the transfer. Put a named engineer on that integration. “Handoff is in the flow” is insufficient acceptance evidence.
Rasa also supports flow guards, conditions controlling whether a flow may start. However, its documentation names exceptions involving linked flows, called flows and natural-language-understanding (NLU) triggers. Treat guards as conversation controls, and enforce authorization again in the backend action. For account information, the server should verify access regardless of which conversational path reached it. Rasa flow-guard exceptions
Where the Work Remains Yours
Rasa's pricing page lists self-managed and managed-service deployment options. It also identifies the AudioCodes voice connector as an additional purchase. Those details are a reason to scope deployment, model use and telephony separately from the license. The free edition is useful for proving an architecture; it is not a statement that every operating dependency is free.
The verdict: Choose Rasa when your developers want to own a customer workflow as maintained software. Choose a hosted builder when the more urgent requirement is that support operations can launch and adjust a modest agent with less infrastructure work.
- Structured flows make business steps explicit.
- A free license supports a bounded production evaluation.
- Custom actions provide a clear integration boundary.
- Deployment choices accommodate different infrastructure responsibilities.
- Human handoff needs an implemented integration.
- Flow guards have exceptions and do not replace backend authorization.
- Voice, hosting and model costs require separate scoping.
- Product-transition terminology needs clarification during procurement.
3. Google Conversational Agents: Best for a Cloud Engineering Team
Google Conversational Agents is a cloud builder combining deterministic Flows, also known as Dialogflow CX, with generative Playbooks. Choose it when developers can own the customer application and want guided processes alongside language-model conversations. It is particularly useful when you want to decide which portions of a journey are generated and which follow explicit steps. The key limitation is that the agent engine does not automatically become your complete human-support system.
Best for: Cloud engineering teams building custom customer chat and voice journeys.
Standout: Flows and Playbooks give different forms of control within a conversation.
Pricing: Flows chat is $0.007/request; Playbooks chat is $0.012/request; voice starts at $0.001/audio second for Flows, with different Playbooks and hybrid billing rules.
Free trial: New-user Flows and Playbooks credits are offered.
Keep the Product Boundary Clear
The current product landing route points to CX Agent Studio, under Gemini Enterprise for Customer Experience. The Flows/Playbooks pricing page remains a separately published rate card. This section evaluates that documented Conversational Agents system; it does not use its request price as an estimate for CX Agent Studio. Current CX Agent Studio page
That distinction matters in a procurement meeting. Ask the vendor or implementer to name the console, runtime and billing meter in the proposal. “Google conversational AI” is too broad a description to reconcile an invoice or reproduce a feature demonstration.
A Playbook can supply information, query external services or defer to a flow or another playbook. A retailer could use language generation to understand an ambiguous delivery problem, then enter a guided identity and order-checking process. Choose the boundary around the business action, rather than trying to make every turn either fully scripted or fully generative. Google Playbooks
How Handoff and Action Limits Work
Google's live agent handoff response signals the caller that a conversation should move to a person. The documentation explicitly says that this signal does not change the session state; your system or integration must perform the transfer. Telephony call-transfer fulfillment is a separate mechanism, with Phone Gateway support and integration-specific constraints. Google fulfillment documentation
For a web agent, that means a developer must connect the escalation to the actual human queue and control subsequent messages. Otherwise, an analytics event can say “handoff” while the customer still has no person to talk to. Require the pilot to show the customer's and operator's screens together.
Google's agent settings include banned phrases, content safety filters and an optional prompt-security check. These are useful controls, but the documented security check attempts to detect malicious input; it is not a guarantee that an agent cannot be redirected. Keep sensitive operations in authorized backend functions and decide deliberately which tools each playbook can reach. Google agent settings
The Voice Constraint to Check Early
The Playbooks documentation says they do not support DTMF, the tones produced by pressing telephone keys. If your callers must key in an account number or use a keypad fallback, verify the flow and telephony design before choosing the conversational path. Natural speech and keypad handling are separate requirements.
The verdict: Choose Google when the cloud team will own the surrounding application, integration and billing analysis. Skip it as a shortcut to a fully staffed support experience. The platform is attractive precisely when you want those design choices and can maintain them.
- Explicit choice between guided Flows and generative Playbooks.
- Published request and audio-second billing units.
- Documented content and prompt-security settings.
- Playbooks can delegate work to structured flows.
- A handoff signal requires implementation in your integration.
- Playbooks do not support telephone keypad input.
- Hybrid designs need the matching billing interpretation.
- Conversational Agents and CX Agent Studio must not be conflated.
4. Microsoft Copilot Studio: Best Inside a Microsoft Operating Model
Microsoft Copilot Studio is a low-code agent builder that fits organizations already administering Microsoft business systems and Power Platform. It deserves the first evaluation when the people who manage data access and integrations already work in that environment. For customer service, evaluate the standalone product and the customer-engagement integrations. Internal Microsoft 365 agent access is not the same purchasing decision as publishing an agent for external customers.
Best for: Microsoft-centered operations with an administrator and a defined customer-service destination.
Standout: Agent building governed through the existing Power Platform administration model.
Pricing: Pay-as-you-go starts at $0.01 per Copilot Credit, requires an Azure subscription and bills actual credit consumption.
Free trial: Available, but trial licenses do not allow publishing.
External Customers Change the Scope
Microsoft's pricing page separates capabilities included with Microsoft 365 Copilot from standalone Copilot Studio for external channels. Customer-facing agents may therefore require a different licensing path than an internal assistant that colleagues use at work. A buyer should describe the actual audience, channels and connected services before using an existing subscription as a budget assumption. Copilot Studio product and licensing scope
Copilot Credits are a usage unit. Different actions and responses consume different amounts, so a credit is not a customer, a conversation or a resolved issue. Ask for a usage estimate based on the proposed journey, including integration actions, rather than multiplying traffic by a presumed single-credit rate.
How Handoff and Action Limits Work
For customer engagement, Microsoft documents generative agents grounded in sources such as company websites, files and knowledge bases, with handoff to customer-engagement systems. Named destinations include Dynamics 365 Customer Service, ServiceNow, Salesforce, LivePerson and Genesys. The documented customer-handoff features are scoped to the standard harness, the runtime used for these agents. Customer engagement and handoff
For an operations team already receiving customer cases in Dynamics, the obvious pilot is a routine enquiry that escalates into the existing service workflow. Verify the identity and conversation context the receiving representative gets. Do not infer that all channels or alternative runtimes inherit identical handoff behavior.
Copilot Studio's data policies can block connectors used as tools, restrict HTTP connections to web services, require authentication and limit publication channels. Administrators can also restrict event triggers. These are useful enforcement points because they govern access to systems, not merely the agent's tone. Microsoft data policies
A practical first review is to identify which connected systems can change customer records. Give the agent only the operations its assigned job requires. Then confirm that an administrator's restriction blocks the unwanted action in the deployed environment, even when a user asks for it clearly.
Voice Needs Its Own Acceptance Test
Microsoft documents basic and real-time voice agents, along with speech input, keypad input, context variables and call transfer. The voice path requires a phone number, with Azure Communication Services supplying a route to provisioning or connecting one. Treat that as a separate channel implementation to validate, not a consequence of making a web agent work. Copilot Studio voice overview
The verdict: Choose Copilot Studio when existing Microsoft administration reduces the operational burden. Skip it if the buying rationale is merely “we already pay for Microsoft,” without checking external publication, receiving support systems and usage consumption.
- Documented handoff integrations with customer-engagement systems.
- Administrative policies can restrict connectors and publication.
- Public usage-based pricing provides a starting unit.
- Voice documentation covers keypad input and transfer.
- External agents require the appropriate standalone licensing scope.
- Credits need a journey-level estimate to become a useful budget.
- A trial cannot publish the production agent.
- Channel and runtime compatibility require explicit verification.
5. Voiceflow: Best for a Small Product or Customer Experience Team
Voiceflow is a hosted builder for teams that want to design customer conversations together using playbooks, visual workflows and integration tools. It is the strongest starting point here for a small product or customer-experience (CX) team with someone available to handle technical connections. Choose it when the conversation itself needs frequent review by support operators and designers. The important boundary is that your receiving support platform still controls the human queue.
Best for: Small cross-functional teams building custom chat and voice journeys.
Standout: Plain-language playbooks alongside visual deterministic workflows.
Pricing: Quote only for businesses; billing combines a plan fee, optional add-ons and credit-based usage.
Free trial: The public agency/partner offer advertises a trial without a credit card; confirm the route applicable to your business.
What You Can Design Together
Voiceflow describes playbooks written as natural-language instructions, visual workflows and developer extensions through functions, APIs (connections to other software) and Model Context Protocol (MCP) tools. MCP is a standard for exposing tools to an agent. The platform also supports phone, web chat and SMS, though channel features should be verified individually. Voiceflow product facts
For a subscription retailer, support operations could define how the agent explains delivery exceptions while an engineer supplies an authorized order lookup. The workflow should make the point of escalation visible to both people. This is valuable when a policy change requires a conversation change, but does not justify giving every editor permission to alter backend access.
Voiceflow's public pricing page now requests business quotes. Older subscription amounts should not be used as the procurement baseline. Ask for the plan fee, included usage, overage treatment and any needed integration entitlement on the same proposal. A hosted builder is easier to assess when the quote describes the actual channel and support connection you plan to use.
How Handoff and Action Limits Work
Voiceflow documents native live-handoff connections for Genesys, UJET, Kustomer, Dixa and Zendesk. Other support systems can use Custom Handoff through a service you host. That route needs a developer and the relevant feature availability. The support system owns availability and assignment; your Voiceflow flow owns when escalation occurs and what happens if it fails. Voiceflow handoff overview
The distinction is especially useful for a small team: creating a ticket is not the same as relaying live human replies to the customer. If your promise is “a person will join this chat,” demonstrate the reply path before buying. If your promise is “we will follow up later,” make that explicit in the conversation.
Handoff context can be the full transcript, a custom variable or none. A custom context value does not automatically generate a summary; you must prepare the content you want to pass. Configure both the return path and the failure path, then test the published channel as well as the editor. Voiceflow handoff setup
For phone calls, Voiceflow identifies a separate Call forward step for transfer to a phone number or SIP address, an internet-telephony destination. Do not assume the digital handoff connection and the phone transfer are identical implementations.
Voiceflow combines global instructions and guardrails with deterministic workflows, evaluations and hosted environments for development through production. Use the workflow for mandatory business steps, and restrict the backend action independently. A well-written playbook can describe when a refund should happen; the refund service should still decide whether that customer and order qualify.
The verdict: Choose Voiceflow when collaborative conversation design is the bottleneck. Prefer another option if the decisive requirement is a completely self-hosted runtime or a public business list price available before speaking to sales.
- Operators and developers can work around the same conversation design.
- Native handoff connections have documented responsibilities.
- Custom handoff provides an extension path for other support systems.
- Separate environments support a controlled publishing process.
- Public business pricing is quote only.
- Custom handoff needs a hosted integration service and developer.
- Human availability and assignment remain with the support platform.
- Context summaries and channel failure paths still need configuration.
6. Botpress: Best for a Small Chat-First Build
Botpress is a hosted agent-building platform with a visual Studio, integration tools and a human-support product called Botpress Desk. It is a practical starting point for a small operation that wants to build a custom chat agent and inspect how it chooses actions. Its current pricing makes the starting purchase easier to identify than the quote-only options. It is a weaker default for a phone-first project because the public plan comparison places the voice channel in Enterprise.
Best for: Small teams building web or messaging agents with technical help available.
Standout: Visual workflows with configurable autonomous nodes and inspectable tool use.
Pricing: Free includes 100 conversations; Plus starts at $150/month billed annually with 250 conversations/month, with usage allowances and paid top-up rules.
Free trial: A Free plan is available; it has no top-ups or overages.
The Current Billing Unit Matters
Botpress now publishes conversation-based plans. Its pricing page counts AI-only and human-assisted conversations, once the customer sends at least two messages in a billing month. A conversation spanning months can count in both. Human escalation therefore does not inherently remove the interaction from the billing unit.
The page also describes automatic paid conversation packs and says conversation auto-recharge cannot be disabled. AI usage has its own allowance and recharge mechanics. Before connecting a public website, have the budget owner review those rules. A low entry price is useful only if the operator understands what happens when traffic rises.
The appropriate small-team pilot is a narrow order-status or product-support agent with an explicit escalation route. It should use the actual website channel and actual knowledge sources. An impressive preview conversation does not tell you whether support colleagues can receive a live case or whether the usage model fits your traffic pattern.
How Handoff and Action Limits Work
For new workspaces, Botpress's documentation directs Human Handoff to Botpress Desk. Existing workspaces may continue with the legacy Human-in-the-Loop integration, which has its own setup and plan requirement. Confirm which path applies to your account before following an older setup guide. Botpress human-handoff documentation
The procurement task is to demonstrate the complete case: a customer asks for help, the case appears in the intended human workspace, a representative replies, and automation resumes or ends according to your chosen behavior. The legacy documentation's “Resume Chatbot” action should not be assumed to describe every new Desk workflow.
An Autonomous Node lets the model choose responses and tools; a standard node executes its cards in sequence. You can configure the autonomous node's tools, knowledge bases, workflows and exit conditions. Variables need explicit access, with a separate setting for write access. The Inspect window helps expose available tools and execution iterations. Botpress Autonomous Node
Those settings provide useful control points. For an order lookup, expose the lookup operation and only the necessary variables. Do not expose a general customer-record modification tool merely because the agent might find it useful. Move mandatory validation into a structured path and the backend service that performs the change.
Where the Small-Team Recommendation Ends
The voice-channel placement in the public plan table is a meaningful boundary. A small team choosing Botpress for a website agent should not assume the same entry plan covers its phone-agent roadmap. If phone service is the primary requirement, start with a platform and quote that explicitly cover it, then use the voice-agent platform comparison for the more specialized shortlist.
The verdict: Choose Botpress for a focused chat build when you want public starting terms and visible workflow controls. Skip it as a cheap voice-first assumption, and review automatic top-ups before exposing the agent to unpredictable traffic.
- Public entry pricing and a bounded Free plan.
- Autonomous and sequential nodes support different conversation needs.
- Variable read and write access can be configured explicitly.
- Tool inspection helps developers investigate behavior.
- Voice is listed in Enterprise on the current pricing page.
- Paid conversation auto-recharge affects budget control.
- New Desk and legacy HITL instructions are not interchangeable.
- Human-assisted interactions can still count toward usage.
7. Kore.ai: Best for a Broader Service Transformation
Kore.ai is the enterprise alternative when the project includes customer agents, assistance for human representatives and service quality management. Its current AI for Service offering spans voice and digital agents, Agent Assistance, Quality Management and an AI-native contact centre. Shortlist it when these functions need a common implementation discussion. Do not buy the broader program merely to answer a modest set of website questions.
Best for: Enterprises coordinating customer automation, human-agent support and quality operations.
Standout: Service automation and the human operation can be evaluated together.
Pricing: Quote only; no numerical list price was verified on the current AI for Service page.
Free trial: A demo is offered; public self-serve trial terms were not confirmed.
Why the Broader Scope Can Matter
Consider a service organization with routine enquiries, difficult exceptions and a separate quality team reviewing how both are handled. Buying an agent builder addresses only one part of that workflow. The larger decision is whether the automated and human parts can operate under consistent policies, with clear ownership when something goes wrong.
Kore.ai's published service page describes context-rich handoffs, backend connections, agent-assist playbooks and custom evaluation criteria. It also describes policy enforcement at an engine level outside the LLM and tracing of agent actions. Those are vendor-published capabilities to verify in a demonstration, not independently measured guarantees of correct behavior.
The useful reason to include Kore.ai is therefore organizational: your support director, integration lead and quality owner can evaluate a shared service design. An attractive demo of the chatbot alone would not establish whether the larger platform solves their separate requirements.
How Handoff and Action Limits Work
Kore.ai describes human handoff with context, but the implementation must be scoped for your actual receiving system and channels. Ask the vendor to demonstrate the context package arriving in the agent desktop: the customer's request, identity status, attempted actions and reason for escalation. Then check whether the human can reply without reopening or reconstructing the case.
Keep voice and digital transfer acceptance separate. A successful chat escalation does not prove that a phone transfer preserves the intended context, and a connected call does not prove that the representative received the customer's history. Put both observations into the demonstration requirements if both channels are part of the purchase.
For action limits, ask the vendor to demonstrate a policy enforced outside the language model. A useful example is a service change that requires an authenticated account and an approved eligibility check. Have the demonstrator attempt the same prohibited action through a different conversational route. The evidence you want is the action being rejected consistently, with a record the operations team can understand.
How to Keep Procurement Concrete
A quote should name the purchased components, the consumption unit, included environments, implementation work and support responsibilities. It should also specify how voice and digital volume are treated. Without that scope, “Kore.ai pricing” is not one comparable amount, and it would be misleading to reuse a historical price for a different module.
Ask who maintains the policy after launch. If every exception requires a new vendor engagement, that may be acceptable for a tightly managed service program, but it must be an explicit operating choice. If internal operators will edit policies, demonstrate the review and publication process using their expected roles.
The verdict: Choose Kore.ai when the organization is buying a service operating program as well as an agent builder. Prefer Cognigy as the first shortlist entry when the central question is adding agents to an established contact-centre environment; let the actual connector, control and operating demonstration decide between them.
- Covers customer automation and human-agent assistance.
- Publishes an approach to policy enforcement outside the LLM.
- Quality-management scope can join the service evaluation.
- Context-rich handoff is an explicit product capability.
- No verified public numerical starting price for the scoped offering.
- Module and implementation scope must be defined before comparing quotes.
- Channel-specific transfer behavior needs a concrete demonstration.
- The broader program can be disproportionate for a small support operation.
Conversational AI Examples That Expose the Differences
Use a customer journey with an exception to compare platforms. Simple FAQ answers rarely reveal whether the system can maintain identity, respect policy and get a person involved.
An order arrives damaged. The agent may explain the policy and retrieve the order. If the requested exception needs human approval, it should transfer with the relevant context and avoid claiming that the replacement has already been authorized. Evaluate the receiving agent's ability to continue, not just the automated answer.
A customer asks for another account's information. The correct result depends on authorization in the connected system. A prompt that says “protect privacy” is useful guidance, but the account lookup must reject access the customer does not have. Try changing the account identifier during the conversation and inspect what the backend returns.
A caller asks for a person while the queue is closed. A working design needs an honest fallback: a callback process you actually operate, a ticket with a clear expectation, or another staffed route. It must not announce a live transfer that cannot complete. Voice also needs its own checks for interruptions, keypad requirements and transfer behavior.

The useful analytics follow those journeys. Measure whether the requested action completed, whether the person accepted the transfer and whether the customer contacted support again about the same issue. Review unsuccessful and abandoned conversations as well as successful ones.
A vendor's “resolved” or “contained” label is a definition to inspect. Your business outcome might instead be an eligible delivery change completed, a sensitive request safely escalated, or a customer correctly told that the requested action is unavailable. Agree on that outcome before comparing dashboards.
The Best Conversational AI Platform for Your Team
For a solo technical builder or a small support group starting with chat, choose Botpress first. It gives you a public entry point and a clear way to examine the relationship between autonomous nodes, tools and structured workflows. Change that recommendation if phone service is the primary channel or automatic usage top-ups do not fit your budget process.
For a small product/CX team with a designer, an operator and access to an engineer, choose Voiceflow first. The shared conversation-design workflow is the reason. Switch toward Rasa when ownership of the runtime and code becomes a stronger requirement than the convenience of a hosted visual builder.
For a funded product team with backend engineering capacity, choose Rasa for the developer-framework kind. It fits a business that treats the agent as maintained product software. The rule that flips the choice is operational ownership: if nobody will maintain deployment and handoff integrations, choose a hosted option or scope a managed implementation.
For a mid-market cloud engineering team, choose Google Conversational Agents for the cloud-builder kind. That assumes the team wants to own the surrounding application and can implement handoff. In a Microsoft-centered organization with existing Power Platform administration and an appropriate receiving service, choose Copilot Studio instead.
For an established contact centre, choose Cognigy first for the enterprise kind. Escalation, channel integration and ongoing service operation are the priority. Bring Kore.ai into the final evaluation when the project also encompasses human-agent assistance and quality-management processes. The winning vendor is the one that demonstrates your complete journey with the clearest implementation responsibility.
These are team-shape recommendations, not minimum employee counts. A small technical team can operate a sophisticated framework, while a large company may still lack a named owner for a simple integration.
The Ones to Avoid
Avoid Cognigy or Kore.ai for a narrow FAQ project with no implementation owner. Their breadth is useful when you have service operations to coordinate. A small deployment should not inherit a larger program's procurement and maintenance burden without a reason.
Avoid Rasa when “free” is the entire buying argument. The free license does not assign someone to build the human-support connection, maintain actions or operate the runtime.
Avoid Google Conversational Agents when you expect the handoff response itself to connect a representative. Its documentation assigns that work to the integration.
Avoid Botpress as an assumed low-cost phone package, and avoid Copilot Studio as an assumed entitlement of any Microsoft subscription. The required channel and external-customer scope must match the purchased product.
Avoid a Voiceflow proposal that treats ticket creation as live handoff. Both can be useful; the customer promise must match what the integration delivers.
Evaluate a Conversational AI Platform for Business Before You Buy
Start with one bounded customer journey and a receiving human team. The purpose of the pilot is to discover who owns each failure, not to produce a polished demo transcript.
Write the permitted actions down before connecting the model to business systems. For an order enquiry, the first version might read status and explain policy, while a person approves exceptions. Giving the agent less authority at the start makes the acceptance criteria easier to inspect.
Prompt injection is an attempt to redirect the model through input it encounters. Customer messages, documents and tool results can all complicate the boundary between information and instructions. The prompt injection guide explains why the connected application must restrict what the model is able to do, even when the model follows the wrong instruction.

A useful pilot acceptance list is short:
- Prove the useful path. The agent answers from the intended source or completes the permitted action, and the business system records the result.
- Prove the forbidden path. An unauthorized request cannot change data or expose another customer's information.
- Prove the human path. A person receives the conversation, context and customer replies in the intended support system.
- Prove the failure path. An unavailable queue, broken tool or missing source leads to a clear recovery message and an operationally valid next step.
- Prove ownership. A named person can review logs, change the relevant policy, publish an approved update and recover from a bad change using the deployment process you have chosen.
Ask each shortlisted vendor to quote the same journey and identify its billable unit. Keep implementation services, telephony, model use and support-platform charges visible where they apply. An apparently cheap platform can require more work from your staff; a larger quote can also include work you do not need. Neither judgment can be made from the headline rate alone.
The Monday move: have the support owner and integration owner write the same escalation scenario, run it through the strongest candidate from your platform kind, and watch a real colleague receive the case. Do that before broadening the agent's authority.
Frequently Asked Questions
How to build an AI chatbot from scratch
Start with a defined customer job, approved knowledge sources and an explicit list of actions the agent may take. Choose the conversation runtime, connect one real channel, implement authorized backend operations and a human fallback, then evaluate the successful and failed paths. A language model supplies part of the conversation; the platform and your application supply the operating system around it.
How to make your own AI chatbot for free
Rasa offers a bounded free developer license, and Botpress offers a limited Free plan. These can support an initial evaluation, but the applicable limits and dependencies differ. Check model usage, hosting, telephony and the receiving support system before calling the complete deployment free. Microsoft Copilot Studio's trial is for evaluation and does not permit publishing.
What are the benefits of using AI chatbots
They can make routine information easier to access, collect information before a human joins and carry out permitted tasks consistently. The benefit depends on the knowledge, integrations and service process behind them. Measure task completion, customer effort and repeat contact in your own pilot instead of assuming that a vendor's automation rate will transfer to your business.
If you want help turning that bounded pilot into an operating customer-support system, see the AI customer service implementation service.
