Pick Cursor for the safer default: clearer usage math, stronger edit recovery, and a conventional editor-to-cloud workflow. Pick Windsurf, now Devin Desktop, only when its mixed-agent command center or Cognition stack is the reason you are buying. Both individual Pro plans cost $20 a month, but one full team seat costs $40 on Cursor and hits Devin’s $80 team minimum.
Which one should you pick?
Cursor is the better choice for most solo developers and conventional engineering teams. It exposes the model rates behind your usage, gives you local checkpoints before substantial edits, and lets you move between a familiar editor and parallel cloud agents without changing the basic review loop. You can see where the money went and you have a clear way back when an agent takes the wrong turn.
Windsurf, now called Devin Desktop, is the better specialist choice for mixed-agent orchestration. Its Agent Command Center is built around local and cloud agents sharing one surface, and Agent Client Protocol support means Codex, Claude Agent, OpenCode, Devin, and compatible in-house agents can sit in the same operating model. Buy it for that system, not because an old comparison says Cascade is cheaper.
The situation splits cleanly:
- Solo builder doing daily editor work: pick Cursor Pro. The $20 plan includes a published $20 pool for third-party models plus generous use of Cursor’s own models.
- Solo builder already committed to Devin Cloud or several ACP agents: pick Devin Desktop Pro. The $20 plan places the local editor, Devin CLI, and cloud-agent path under one Cognition account.
- One-person engineering team that needs team controls: pick Cursor Standard Teams at $40 per month. Devin Teams has an $80 monthly minimum.
- Two or more full-time editor users: fixed seat cost stops deciding the choice. Two full seats cost $80 on either product, and both then scale at $40 per full seat.
- Team with many occasional participants: consider Devin Teams only if those people can live on free flex seats without Devin Desktop. Flex users consume shared credits and cannot use the desktop editor.
- Existing customer whose current tool works: stay put unless a named constraint has appeared. Moving rule files, agent memory, extensions, cloud sessions, and team policy costs more than swapping one VS Code-shaped window for another.
That last point is the important correction. This is no longer a comparison between a careful editor and an autonomous editor. Cursor 3 and Devin Desktop both moved toward agent management in 2026. The useful question is which control system, cost model, and migration surface fits your work.
Windsurf vs Cursor at a glance
The headline price is a tie. The buying decision turns on recovery, metering, extension compatibility, and whether you want one vendor’s agents or a command center for several.
Cursor is the conventional default because its $20 plan, model table, checkpoints, and cloud-agent path are legible before you pay.

Its limit is spend expansion. Cursor says daily Agent users typically consume $60 to $100 per month in total usage, while people running several agents or automations often reach $200 or more.
Windsurf is now sold through Devin plans, even though the Windsurf name still carries the search demand and the editor’s history.

Its limit is a missing denominator. Cognition tells you Pro has daily and weekly quotas and Max has a larger weekly quota, but it does not publish their value in tokens, dollars, or a fixed number of comparable agent tasks.
Windsurf is Devin Desktop now
Windsurf was not discontinued. Cognition renamed and rebuilt its direction around Devin. On 2 June 2026, Cognition launched Devin Desktop as the next generation of Windsurf. The editor, keybindings, extensions, language servers, and workflows remained, but the default surface changed from an editor with an agent panel to an agent command center with a full editor behind it.
That distinction matters because “Windsurf versus Cursor” now names two products that have both become agent managers:
- Devin Desktop puts Spaces, a Kanban view, and local plus cloud agent management at the center.
- Cursor 3 puts its Agents Window at the center, with local, cloud, remote SSH, and multi-workspace agents.
- Both still let you drop into a full editor when the agent needs supervision or a human needs to make the final change.
Devin Desktop’s sharper differentiator is openness at the agent layer. Its launch documentation says Agent Client Protocol support can host Codex, Claude Agent, OpenCode, and compatible agents built inside your company. ACP is a common connection layer for coding agents, so the command center does not have to be a Devin-only dashboard.
The old Cascade-versus-Composer framing is also past its useful life. Cognition rewrote its primary local agent as Devin Local, using the same architecture as Devin CLI. The vendor says Devin Local is up to 30% more token-efficient than Cascade and adds subagents and sandboxing. Cognition allowed the legacy Cascade agent through 1 July 2026 for an incremental transition. By 28 July, a buying guide centered on Cascade describes the old path, not the one a new customer receives.
The rebrand preserved more than it broke:
- Existing Windsurf users received a regular over-the-air update.
- Windsurf settings ported automatically.
- Existing plans and pricing continued.
- The editor, extensions, workflows, and language-server setup remained available.
- Devin Local inherited Windsurf settings.
The operational change is less cosmetic for managed companies. The app is now named Devin.app on macOS, Devin.exe on Windows, and Devin on Linux. An endpoint-management policy that allowed only “Windsurf” can block the renamed binary. Cognition’s migration FAQ explicitly tells administrators to update device-management allowlists and documents new .devin paths alongside legacy .windsurf locations.

Pricing: the same $20 headline hides two different contracts
Cursor wins pricing transparency; fixed individual subscription cost is a tie. Both vendors charge $20 per month for the individual tier a daily developer is most likely to start with. What that $20 buys, and how the next dollar is triggered, is different.
Every price below was verified against the live Cursor and Cognition pricing and billing pages on 28 July 2026.
Cursor’s live model and pricing documentation publishes three individual levels:
- Pro at $20 per month includes $20 of third-party model usage plus generous use of Cursor Models.
- Pro Plus at $60 per month includes $70 of third-party model usage plus generous use of Cursor Models.
- Ultra at $200 per month includes $400 of third-party model usage plus generous use of Cursor Models.
Cursor’s first-party pool covers Grok 4.5 and Composer 2.5. Selecting a named third-party model draws from the Other Models pool at its published API rate. When the included amount runs out, on-demand usage continues at those rates and is billed monthly. That makes the overage variable, but it also makes it inspectable.
Windsurf’s live pricing page now uses the Devin plan line:
- Free at $0 has a light agent quota, limited model availability, unlimited inline edits, and unlimited Tab completions.
- Pro at $20 per month has increased quotas, full model availability, OpenAI, Claude, and Gemini frontier models, included use of SWE 1.7 and leading open-source models, Devin Cloud access, and extra usage at API pricing.
- Max at $200 per month has a significantly larger quota.
The important Devin detail is shared consumption. Pro’s daily and weekly allowance covers Devin sessions, Devin CLI, and Devin Desktop. Max has a weekly allowance without a daily cap, also shared across those surfaces. A month of heavy cloud-agent work can therefore change how much room remains for local editor work, even though both appear under one subscription.
Purchased Devin on-demand credits roll over and do not expire. That is useful for lumpy work, but it does not solve the comparison problem: Cognition does not publish the included Pro or Max allowance as a dollar amount, token count, or standardized task count.
The per-1,000-token comparison
Cursor can be normalized per token; Devin Desktop cannot be normalized honestly from public pricing.
Cursor lists Claude Sonnet 5 at $3 per million input tokens, $0.30 per million cached-input tokens, and $15 per million output tokens. In per-1,000-token terms, that becomes:
- $0.003 per 1,000 uncached input tokens.
- $0.0003 per 1,000 cached-input tokens.
- $0.015 per 1,000 output tokens.
Take a defined coding-agent workload: 100,000 uncached input tokens to read code and history, then 10,000 output tokens for reasoning, edits, and explanations. On Cursor, the model cost is:
(100,000 × $3 / 1,000,000) + (10,000 × $15 / 1,000,000) = $0.45.
Cursor Pro’s guaranteed $20 Other Models pool covers 44 complete workloads of that shape. Fifty workloads consume $22.50, so the total monthly charge becomes the $20 subscription plus $2.50 of on-demand usage.
On Cursor Teams, a directly selected third-party model also carries a $0.25-per-million Cursor Token Rate. The same 110,000-token workload adds $0.0275, taking the usage cost to $0.4775.
There is no defensible equivalent calculation for Devin Desktop. “Extra usage at API pricing” tells you the marginal rule after the allowance, but not how much comparable work is included before that point. SWE 1.7 may be included without extra usage charge, while frontier-model work consumes a quota Cognition does not translate into public token or dollar units. Assigning a precise number of Sonnet tasks to Devin Pro would invent the denominator.
The team-seat crossover
Cursor is cheaper for one full team seat; the fixed subscription reaches parity at two full seats.
Cursor Standard Teams costs $40 per user per month. Devin’s self-serve billing table sets the Teams minimum at $80 per month, but that $80 is not a platform fee added on top of every seat. Full seats cost $40 and count toward the minimum:
- With no full seats, the $80 minimum becomes $80 of on-demand credits.
- With one full seat, the total remains $80 and includes $40 of shared on-demand credits.
- With two full seats, the total is $80.
- With three or more full seats, total fixed cost is the number of full seats multiplied by $40.
That produces a simple comparison:
- One full seat: Cursor $40, Devin $80.
- Two full seats: Cursor $80, Devin $80.
- Three full seats: Cursor $120, Devin $120.
- Five full seats: Cursor $200, Devin $200.

Devin’s flex seats change the shape for occasional members. A flex seat has no fixed monthly charge and can join the Teams organization, but it has no Devin Desktop access and draws entirely from shared credits. This can work for a product manager who reviews an occasional cloud-agent result. It does not replace a full seat for an engineer who needs the local IDE each day.
Pricing winner: Cursor for one-seat teams and public metering. Individual price and full-seat cost from two seats upward are ties. Devin can win a mixed-membership organization with many occasional, non-editor users, but only if the shared credit pool is monitored.
Agent workflow: control versus orchestration
Cursor wins precise recovery; Devin Desktop wins heterogeneous agent orchestration. Both can edit code, run commands, use cloud machines, and manage parallel work. The difference is where each system puts the boundary between a task, an agent, and the human review loop.
Cursor: the controlled local-to-cloud path
Cursor Agent is a coding assistant that can search files and the web, edit code, execute terminal commands, control a browser, and keep working through a complex task. Before significant local changes, it creates checkpoints. Those snapshots are separate from Git and can restore the modified files when an agent goes in the wrong direction.
That checkpoint layer is the practical reason to choose Cursor for a fragile production repository. Git protects committed history. Cursor’s checkpoint protects the in-progress agent session before you have decided what deserves a commit. For a targeted authentication fix or schema migration, a fast local rewind is more valuable than a grander orchestration surface.
Cursor 3’s Agents Window removes the old claim that Cursor is only a manual pair programmer. It can run many agents in parallel across local workspaces, cloud VMs, remote SSH environments, and isolated Git worktrees. A local task can be handed to a cloud subagent, and a cloud task can return to the local editor for a tighter iteration.
Cloud Agents work in isolated VMs with cloned repositories, dependencies, secrets, startup commands, and network access. They can build and test changes, work across several repositories, and open pull requests. They can start from the desktop, web, iOS, Slack, GitHub or Bitbucket, Linear, or an API.
- Published model and usage rates make spend traceable.
- Local checkpoints provide a fast recovery path before a Git commit.
- Agents Window supports parallel local, cloud, SSH, and worktree execution.
- Cloud Agents can build, test, and return pull requests from isolated environments.
- Daily agent use can push total spend well above the $20 base.
- A broad model menu adds routing and cost decisions to every team policy.
- Parallel agents still need environment setup, review discipline, and working tests.
Windsurf / Devin Desktop: the mixed-agent command center
Windsurf became Devin Desktop to make agent management the primary job. Spaces group related sessions, pull requests, files, and context. The Kanban-style Agent Command Center puts local and cloud work in one view instead of treating the cloud agent as a separate handoff destination.
ACP support is the decisive capability. A team can place Devin alongside Codex, Claude Agent, OpenCode, or an internal compatible agent, then manage those sessions through the same surface. If different agents own different parts of your delivery process, this is a more natural control plane than forcing every task through one vendor’s agent system.
Devin Local handles the on-machine loop. Devin Cloud handles longer autonomous work. The shared account and quota can simplify procurement, but it also couples local editing, terminal work, and cloud delegation to the same usage policy.

- ACP supports several named third-party and in-house agents.
- Spaces can group related sessions, files, context, and pull requests.
- The Free plan includes unlimited inline edits and Tab completions.
- Cognition does not publish the included quota in comparable token or dollar units.

- Some AI and proprietary extensions are incompatible.
- Devin’s own documentation says extensions cannot be installed through a marketplace.
Agent winner for a single developer maintaining production code: Cursor. Checkpoints and a legible local-to-cloud handoff are the safer default.
Agent winner for an engineering organization intentionally running several agent types: Devin Desktop. ACP and Spaces are reasons to change workflow, not just cosmetic features.

Models, context, and the wall each product hits
Cursor wins model-cost visibility; Devin Desktop wins the simplicity of included proprietary-model use. Neither eliminates the production wall: agents still lose reliability as tasks span more files, more implicit requirements, and more systems they cannot test.
Cursor separates usage into a Cursor Models pool and an Other Models pool. Cursor Models currently include Grok 4.5 and Composer 2.5. Third-party choices include named Claude, Gemini, and GPT models with input, cache, and output rates shown per million tokens. That makes a technical lead able to set a policy such as “use a cheaper first-party model for exploration, reserve Sonnet 5 for the final refactor, and cap on-demand use.”
The cost of that control is variance. Cursor’s own guidance says daily Agent users typically consume $60 to $100 in total monthly usage, and power users with several agents or automations often reach $200 or more. A $20 purchase decision can become a three-figure operating decision once the agent is the default way work moves.
Devin Desktop Pro includes access to frontier OpenAI, Claude, and Gemini models, plus SWE 1.7 and leading open-source models without extra usage charge. This can be valuable when the Cognition model is good enough for most local work. The wall is that the allowance is expressed as daily and weekly quota, shared with Devin sessions and CLI, rather than a public pool that can be converted into a workload.
That shared design can help or hurt:
- It helps when a developer moves naturally between desktop, terminal, and cloud work and wants one pool.
- It hurts when a cloud sprint consumes capacity that the developer expected to use locally.
- It helps when SWE 1.7 covers routine work without additional usage cost.
- It hurts procurement when finance cannot translate “daily and weekly quota” into a comparable token budget before purchase.
Do not choose based on a context-window claim alone. The agent system decides what it retrieves, which tools it calls, how it recovers, and whether it verifies the change. A huge theoretical context window does not guarantee that the right configuration file or acceptance condition survives a long agent session.
Editor and extension compatibility: Cursor has the safer migration surface
Cursor wins for an extension-heavy development setup. It can import a VS Code profile’s extensions, themes, settings, and keybindings in one step. Because the interface remains close to VS Code, the migration cost is mainly validating that each imported extension behaves correctly and that team policy permits it.
Devin Desktop preserves the Windsurf editor and existing keybindings, but its getting-started documentation names a sharper limit: some extensions are incompatible, including other AI code-completion extensions and proprietary extensions, and extensions cannot be installed through a marketplace.
That can decide the whole comparison for a team using a niche language, a vendor-only debugger, a security extension, or a proprietary internal package. An agent command center does not compensate for losing the extension that makes the repository buildable or debuggable.
The migration is also an IT event for existing Windsurf fleets. The application name, binary name, user paths, documentation domain, and some hostnames changed with Devin Desktop. Cognition preserved legacy paths where possible, but endpoint controls may still identify the app as new. A rollout owner needs to check:
- Device-management and endpoint-security allowlists for the Devin app name.
- Network rules for Devin API and documentation domains.
- User paths under
.devin, while retaining access to required legacy.windsurfdata. - Extension availability before switching a production team.
- Rules and workflows after the automatic settings migration.
Editor winner: Cursor. Devin Desktop remains a full editor, but the marketplace restriction is a named dealbreaker, not a small preference.
Rollout winner for an existing Windsurf enterprise already migrated successfully: stay on Devin Desktop. Reversing a completed rollout only to regain the Windsurf name creates work without changing the product reality.
Team governance changes the seat comparison
Cursor wins the published self-serve governance checklist; Devin wins membership flexibility. A technical lead should separate those two questions instead of treating “Teams” as one comparable bundle.
Cursor Standard Teams costs $40 per user per month and names the controls included at that level: centralized billing and administration, a team marketplace for shared rules and plugins, Agent code reviews through Bugbot, Cloud Agents and automations with shared team context, usage analytics, team-wide Privacy Mode, and SAML/OIDC single sign-on. The Premium seat costs $120 and raises Agent limits to five times Standard.
That is a straightforward fit for a company in which every member is an active developer. Each person gets a paid seat, the administrator gets one policy surface, and the invoice rises with active users. If the company needs pooled usage, invoice or purchase-order billing, SCIM seat management, repository and model controls, audit logs, service accounts, or the AI code-tracking API, Cursor moves those requirements to custom-priced Enterprise.
Devin Teams starts from a different membership model. The organization can have unlimited members. Full seats cost $40, carry a Pro-equivalent quota, and include Devin Desktop access. Flex seats have no fixed monthly charge, cannot use Devin Desktop, and consume shared on-demand credits. The plan includes centralized billing, an admin analytics dashboard, and priority support.
That structure can be better for a product organization where only a few people code locally. A developer can hold a full seat while a product manager, designer, or occasional reviewer remains a flex member and interacts with cloud work from the shared organization. It is worse when every person needs the editor, because the flex category no longer saves anything and the $80 minimum makes a one-seat team twice the fixed price of Cursor Standard.
The governance decision therefore follows the work:
- Choose Cursor Teams when nearly every member is an active editor user and SAML/OIDC, shared policies, code review, and public per-seat pricing are the core requirements.
- Choose Devin Teams when a smaller number of full-time developers collaborate with many occasional members who can work without Devin Desktop.
- Choose neither self-serve tier if audit, identity, data, or network controls in your procurement checklist require the custom Enterprise layer.
Do not count a free flex member as a free developer seat. It is a different job class with no desktop access and metered shared usage. That distinction is why the two products reach price parity at two full seats yet can diverge again when the organization includes occasional collaborators.
What independent evidence can and cannot tell you
No current independent benchmark proves that Cursor 3 or Devin Desktop writes better production code overall. The available measurements are useful for defining risk, but they do not support a universal quality winner.
Serhii Petrenko’s 2025 case study put Cursor and Windsurf on the same base project with the same Claude 3.5 Sonnet model. When both tools became stuck repairing a winner-line display behavior, Cursor needed five attempts and Windsurf needed 13. The result is a legitimate attributed observation from that project. It is not a current verdict because it predates Cursor 3, Devin Local, and the Devin Desktop rebrand.
A newer independent benchmark, SWE-Bench Mobile, evaluated 22 agent-model configurations on 50 industrial iOS tasks and 449 human-verified tests. Cursor v2.3 paired with Claude Opus 4.5 or Sonnet 4.5 reached 12% task success. Across the evaluated agents, success fell from 18% on tasks touching one or two files to 2% on tasks touching seven or more files.
That is the most useful warning in the data. Multi-file ambition rises faster than completion reliability.
SWE-Bench Mobile did not include Windsurf or Devin Desktop. It therefore cannot be used to say Cursor beats Devin. It does show why a vendor demo, a clean autocomplete clip, or one successful feature build is insufficient evidence for a production rollout.
Evidence winner: Cursor, narrowly, because more current independent measurement includes it. That is a win on evidence availability, not proof of superior current code quality.
The buying decision should finish with a controlled repository pilot. No generic benchmark knows your test suite, extensions, monorepo layout, deployment permissions, or review culture.
Choose representative work
Use the same existing repository and select work that represents your week: one contained fix, one multi-file feature, one failing-test diagnosis, and one cloud-suitable task. Avoid a toy project that removes the dependencies you need the agent to understand.
Hold the inputs steady
Use the same requirement, acceptance criteria, starting commit, and available tests. Where both products expose the same model, select it. Record any product that cannot reproduce the setup rather than quietly changing the task.
Measure outcomes, not generated code
Track elapsed time to a reviewed change, prompts needed, failed tests, files touched unnecessarily, rollback events, and billed usage. A larger diff is not more work completed if the reviewer must remove half of it.
Score the operating cost
Include environment setup, rule migration, extension gaps, security review, and agent supervision. The subscription line is only one part of the decision.
Keep the incumbent as the control
Do not compare two unfamiliar tools on the same day. Compare each candidate with the workflow already shipping the repository, then switch only when the improvement survives review and repetition.
Switching costs: the repository moves easily, the workflow does not
Switching editors is cheap; switching accumulated operating context is not. Both products work around normal repositories and Git, so the source tree is not the lock-in. Rules, memories, agent history, cloud environments, extension availability, billing controls, and team habits are.
Moving from Cursor to Devin Desktop
The strongest documented migration path runs from Cursor into Devin Desktop. Devin Desktop reads AGENTS.md or agents.md files and can import Cursor .cursor/rules files into .devin/rules. That gives a team a starting point for coding standards and directory-specific instructions.
It does not make the move automatic. Before changing the default editor:
- Audit every required extension against Devin Desktop’s compatibility limits.
- Decide which users need full seats and which can be flex members without Desktop.
- Recreate cloud environments, secrets, and source-control connections in the Cognition stack.
- Validate that imported rules activate at the intended scope.
- Add the Devin app and required domains to endpoint and network policy.
- Budget the shared quota across Desktop, CLI, and cloud sessions.
The main lock-in risk is not the rule file. It is designing delivery around Spaces, shared agent context, and Devin Cloud, then discovering that the team only needed a precise local editor.
Moving from Windsurf or Devin Desktop to Cursor
The editor settings and repository are the easy part. Cursor can import a VS Code-style profile, but neither vendor documents a one-click importer that converts .devin/rules, Devin memories, Spaces, or cloud-session state into Cursor equivalents. Treat that material as a manual migration.
The practical sequence is:
- Export human-readable rules and architectural decisions into repository files.
- Convert essential
.devin/rulesinto Cursor Rules and verify their activation. - Rebuild cloud-agent environments and secrets instead of assuming session state transfers.
- Replace ACP-specific handoffs with Cursor integrations or separate agent clients.
- Validate imported extensions and keybindings.
- Keep the old account available until open cloud tasks and shared credits are reconciled.
The risk is losing invisible context. A repository rule committed beside the code is portable. A useful decision trapped in an agent memory, a Space, or an unexported session is not.
Who should not switch
Do not switch from Cursor if checkpoints, extension availability, and published usage controls already solve your daily problems. Devin’s agent command center is not worth a rollout when every developer still works through one local agent.
Do not switch from Devin Desktop if your team already coordinates local and cloud agents through Spaces, uses ACP for several agents, or has completed the endpoint migration. Cursor may be a better default for a new buyer without being better than a working deployed system.
Do not switch either way for the $20 individual headline. The price is identical. Switching must remove a workflow constraint, reduce reviewed delivery time, or lower the full operating cost.
Do not switch a one-person setup onto a team plan by accident. Both products offer $20 individual Pro plans. The Cursor $40 versus Devin $80 difference applies when team controls and a full team seat are required.
Final decision rule
Choose Cursor unless a Devin-specific workflow flips the decision. It is the stronger default because pricing is inspectable, recovery is explicit, extension migration is safer, and its local-to-cloud agent path now covers most of the autonomy gap.
Choose Devin Desktop when the command center itself is the product you need: several ACP-compatible agents, Spaces that bind related work, Cognition Cloud integration, or a team structure that benefits from free flex members who never need the desktop editor.
At two or more full seats, fixed team pricing is not the differentiator. At $20 for either individual Pro plan, the headline is not the differentiator. The flip is operational:
- Need precise edits, checkpoints, broad extension compatibility, and public model rates: Cursor.
- Need mixed agents, shared Spaces, and the Devin stack: Devin Desktop.
- Current setup already ships reviewed code without a named constraint: stay.
If neither workflow matches, compare the wider field in the best Cursor alternatives before committing another repository to a new agent system.
Is Cursor better than Windsurf?
