Chinese AI Models 2026: DeepSeek, Qwen, Kimi, GLM and MiniMax
Compare Chinese AI models by lab, license, API access and data terms. DeepSeek, Qwen, Kimi, GLM, MiniMax and ByteDance for business buyers.
Published

Chinese AI models from 6 labs deserve a business buyer's attention, but the model name alone cannot tell you whether a deployment is acceptable. Start with the exact license, the company operating inference and the data terms; then evaluate capability on your own work. DeepSeek offers the simplest weight-license starting point here, while ByteDance's international API has a US availability restriction that can end the evaluation immediately.
Top Chinese AI Models at a Glance
Approve a model, a host and a use case together. A model is the system generating the answer; the host runs that system; your application decides what information and permissions it receives. Changing any of those can change the approval decision.
Verified against the labs' model cards, documentation and published terms on 19 October 2026. This is a documentation comparison, not a hands-on performance test. The entries follow the labs, not a benchmark ranking.
The sources and exceptions are attached to each lab below. Open weights means you can obtain the learned model parameters; it does not tell you that every commercial use is permitted or that a laptop can run them.
For a hosted alternative, the Fireworks model catalog lists the five open-weight families above, including their current named flagships. Its deployment-region documentation supports a US scope, alongside other geographic scopes. Treat it as a candidate for a US-hosted deployment: confirm the exact model, capacity and contract for that scope. A catalog listing or a working public endpoint is not evidence that your requests stay in the US.
DeepSeek: Start Here When License Simplicity Matters
DeepSeek is the cleanest starting point in this group when your priority is a permissive license for downloaded weights. Its current Pro checkpoint is DeepSeek-V4-Pro-0813, and its newer Flash checkpoint is DeepSeek-V4.1-Flash-1017. Their cards explicitly license the repositories and weights under MIT. Pro model card, Flash model card.
The first-party API serves Pro through deepseek-v4-pro and Flash through deepseek-flash. Both support thinking and non-thinking operation, tool calls and JSON output. The practical split is input: Flash accepts images; Pro does not. A photographed invoice or interface screenshot therefore rules out a direct Pro call before you compare answer quality. Current API model table.
Best for: A builder who wants to compare hosted inference with a permissively licensed deployment.
Standout: MIT-licensed weights for the exact current Pro and Flash revisions.
Access: DeepSeek's API, the official Hugging Face repositories, or a host such as Fireworks.
Limit: Pro is text-only; MIT permission does not govern the hosted API's handling of your data.
For a larger company's internal document assistant, the license is one fewer custom commercial condition to negotiate. You still need an approved place to run it. Downloading the model and running inference, meaning executing it to produce responses, is a different relationship from sending documents to DeepSeek's own service.
Keep the MIT notice requirements with any distributed copies. Do not turn “MIT” into a claim about confidentiality, security testing or a service warranty. Those are separate properties of the deployed system.
- Exact current checkpoints have published MIT-licensed weights.
- Both hosted variants offer tool calls and structured JSON output.
- The lab API and third-party hosting give builders several deployment routes.
- Pro cannot receive the image-bearing task you send to Flash.
- Operating the weights makes capacity, upgrades and monitoring your responsibility.
Use the DeepSeek V4 guide for the revision and API details, and DeepSeek pricing for the rate card. The purchasing question here is whether the chosen route fits your data boundary.
Alibaba Qwen: Separate the Hosted Flagship From Its Weights
Alibaba's Qwen is worth evaluating when you want a managed multimodal flagship and a separate path to downloadable weights. The distinction matters: Qwen3.8-Max is the hosted flagship, while Qwen3.8-2.4T-A95B is the released weight checkpoint. The card says hosted Max adds features including vision input, non-thinking operation and built-in tools. You cannot assume the downloadable text model reproduces the hosted product. Official weight card.
Qwen Cloud and Alibaba Cloud Model Studio provide the first-party API route. Model Studio identifies qwen3.8-max and the upgraded qwen3.8-max-0902 snapshot; its model page lists image, text and video input with text output. For a procurement analyst comparing scanned proposals and product videos, that input mix is a reason to evaluate the hosted service. Model documentation.
Best for: A business choosing between Alibaba's managed service and a separately operated text model.
Standout: The card explicitly distinguishes the hosted model's additions from its released weights.
Access: Qwen Cloud or Model Studio, official Hugging Face weights, and Fireworks listings.
Limit: These flagship weights use the custom Qwen3.8-Max License, not a blanket Apache license for the family.
The commercial review has two different triggers. If you or an affiliate run a Model as a Service business, which exposes inference or fine-tuning to third parties, or a defined AI Work Assistant business for coding or office productivity, and combined revenue exceeds 50 million US dollars during any consecutive 12 months, the license requires a separate license before commercial use. Its defined internal-use exception requires that the software, outputs and underlying model capabilities are not made available to third parties.
Separately, a commercial product or service exceeding 100 million monthly active users or 20 million US dollars in monthly revenue must prominently display the respective model name on its interface. Preserve the copyright and permission notices too. Exact weight license.
For a larger company, the affiliate wording is material: the small project budget is not necessarily the revenue figure the clause asks you to examine. And an internal tool that later becomes a customer-facing assistant needs another review. Use the license's definitions of model serving and work assistants, including their exclusions, rather than classifying every AI feature the same way.
- Hosted Max supports text, images and video.
- Official downloadable weights provide another deployment option.
- The license spells out the business categories and internal-use exception.
- Hosted features do not automatically transfer to the weight checkpoint.
- Commercial conditions can depend on affiliates and the business you operate.
Moonshot Kimi: Long Multimodal Work With a Custom License
Moonshot AI's Kimi K3 is a candidate for work that combines long documents, images and video. Its current card describes a native multimodal model with a 1-million-token context window and 2.8 trillion parameters, and publishes the full weights. Context is the material available in a request, not a promise that every detail will be recalled correctly. K3 model card.
An operations lead reviewing a supplier's long submission could evaluate K3 on a bounded job: extract obligations, identify missing evidence and link each answer to the supplied material. The acceptance criterion is whether those references support the answer. A large context window helps accommodate the submission; it does not replace checking the result.
Best for: Long multimodal knowledge work with explicit evidence checks.
Standout: Text, image and video understanding in the same documented model.
Access: The official Kimi platform API using kimi-k3, Moonshot's Hugging Face weights, or Fireworks.
Limit: The Kimi K3 License has commercial conditions; a downloadable model of this scale also needs a serious serving plan.
The license requires a separate agreement if you or an affiliate operate a Model as a Service business and combined revenue exceeds 20 million US dollars over any consecutive 12 months, before commercial use. It separately requires prominent Kimi K3 branding for a product or service above 100 million monthly active users or 20 million US dollars monthly revenue.
The exceptions matter just as much: those two sections do not apply to the defined internal use, or to uses accessed through Moonshot's official products or certified inference partners. Internal use excludes making the software, outputs or capabilities available to third parties. Do not assume a provider is certified merely because it lists K3. Exact K3 license.
A business building a customer-support feature and a business selling general model access are different cases under the license's definitions. Give procurement the actual product design, including who controls the prompts and who receives the output. “We use Kimi” is too little information to assess the condition.
- The maker documents text, image and video understanding.
- Full weights create an alternative to the lab's hosted service.
- The license expressly identifies internal-use and certified-route exceptions.
- Open weights do not make a model this large a routine desktop deployment.
- Commercial review must distinguish an embedded feature from model-serving access.
The Kimi pricing page handles the separate service and plan decision. Keep that decision separate from permission to operate the weights.
Zhipu / Z.ai GLM: A Text-First Engineering Candidate
Zhipu's Z.ai GLM-5.3 belongs in a text-based engineering evaluation, with its reasoning behavior made explicit. Z.ai calls it the latest flagship and documents text-only input, a 1M-token context window, and reasoning that is always enabled. Disabling reasoning is unsupported. Flagship documentation.
For a CTO evaluating repository maintenance, test whether the model can inspect relevant files, propose a patch and complete the same acceptance checks as the existing workflow. Keep the tools and permissions fixed. The documented engineering focus is a reason to run that evaluation, not evidence it will outperform your current system.
Best for: Text-based software work where the surrounding tools verify completion.
Standout: Explicit documentation of reasoning behavior rather than an assumed off switch.
Access: Z.ai's API, the official Hugging Face weights, or Fireworks.
Limit: The flagship is not a vision model, and a non-thinking request path is unavailable.
The exact weights use the GLM-5.3 License. Its unusual commercial condition concerns a licensee or affiliate operating a Model as a Service business whose combined revenue exceeds 10 billion US dollars during any consecutive 12 months. Such a licensee must pass Z.ai's security review before commercial use; Z.ai reasonably determines the review's scope and method. The definition excludes embedded end-user features and mere relaying of another host's models. Exact GLM license.
That is a specific condition for a particular business class, not a blanket restriction on every enterprise application. Conversely, it is not MIT merely because an older GLM release used that label. Save the license that accompanies the checkpoint your company approves.
- A current flagship with first-party engineering documentation.
- Downloadable weights and hosted API routes are both available.
- The license names the model-serving condition that triggers review.
- Screenshots require a different model or a separate extraction stage.
- Always-on reasoning changes the options available for simple request handling.
MiniMax: Check Commercial Authorization Before Deployment
MiniMax M3 is a multimodal candidate whose commercial license deserves attention before infrastructure work begins. The maker's card describes text, image and video understanding with a 1M context window. The model is available as weights and through MiniMax's own API. Official M3 card, API documentation.
A business analyzing training videos alongside written procedures could evaluate M3 on whether it identifies the correct step and supporting passage. Confirm that the chosen host accepts those inputs. A model's general capability does not prove every deployment exposes it.
Best for: Multimodal work where the business can satisfy the exact commercial conditions.
Standout: A single documented model for text, image and video understanding.
Access: MiniMax's API, official Hugging Face weights, or Fireworks.
Limit: Commercial deployment requires attribution and a notice or prior authorization under the weight license.
The MINIMAX COMMUNITY LICENSE begins with a non-commercial grant, then specifies additional commercial-use conditions. A commercial product or service must display Built with MiniMax M3 in one of the permitted locations. If the relevant products or services generate more than 20 million US dollars in yearly revenue, obtain separate prior written authorization. Otherwise, the license calls for a one-time notice. Its commercial-use definition includes commercial APIs, operations and modified models; its prohibited-use appendix also includes military purposes. Exact M3 license.
A large company's internal project should therefore not borrow Kimi's internal-use exception and apply it to MiniMax. The licenses are different documents. Give the reviewer the intended operation and the relevant revenue basis before assuming a notification is enough.
There is also a concrete hosting difference: the Fireworks M3 page displays a 512k-token context limit, while the maker's card advertises 1M. Those are route-specific specifications. Size the request for the endpoint you will use.
- The maker documents native multimodal understanding.
- Weights and multiple hosted routes are available.
- The license describes the commercial notice and authorization process.
- The commercial conditions require action, not merely downloading the files.
- A third-party endpoint can expose a smaller context window than the model card.
ByteDance: An International API With a US Exclusion
ByteDance qualifies for this list because a public Seed API is documented outside China, but it is not a general US buyer recommendation. Its latest flagship identified in the official release material is Seed2.1 Pro. ByteDance describes the Seed2.1 family's improvements in agent work, coding and multimodal understanding, with access through Doubao and Volcano Engine. Official Seed2.1 release.
The international route verified here is Seed2.0 Pro, documented in BytePlus's public API material; ModelArk also exposes Seed-family access through its international service. That establishes an API outside China, not availability of Seed2.1 on that same route. Public Seed API documentation, ModelArk overview.
Best for: A buyer in an eligible territory evaluating the specific Seed version BytePlus offers.
Standout: An international public API route exists and can be checked independently of the domestic release.
Access: BytePlus for the verified international offer; no flagship Hugging Face weight release verified here.
Limit: BytePlus's own model services are expressly unavailable in the United States under the current service-specific terms.
Those terms grant a limited, revocable service license within applicable territories. They also extend the territory question to customers, authorized users and end users. A US company should not treat an account that can log in, a Singapore-looking endpoint or a reseller listing as evidence that its intended use is permitted. Service-specific terms.
For an eligible non-US business, the practical next step is to confirm the exact version and the territories of the people using the application. For a US deployment, remove this route from the shortlist unless the provider establishes applicable contractual authorization. No US-hosted flagship option or open-weight license was verified in this review.
- Public international API documentation establishes a usable evaluation route for eligible buyers.
- Seed-family documentation covers multimodal understanding.
- Published service terms make the territorial constraint visible.
- The latest domestic flagship is not automatically the international API model.
- Current BytePlus terms exclude US use of its own model services.
The Business Checks Before Any Deployment
“Can we use it safely?” is a question about the proposed system and its data, not a label you can attach to a lab. A public-document summarizer and an assistant with access to confidential contracts require different decisions, even if they use the same model.
First-Party API, Hosted Weights or Self-Hosted Weights?
A first-party API sends requests to the lab's service under that service's terms. This usually makes the initial integration smaller, but your organization must accept that service relationship.
A third-party host operates a model for you. Check whether it runs the weights itself or forwards requests elsewhere, then approve that actual chain. The host's contract, supported inputs, retention settings and geographic scope matter alongside the model's license.
A self-hosted model runs on infrastructure your company operates or controls. You take responsibility for the serving software, access controls, capacity, patches and logs. Downloading weights does not itself send a prompt to the lab, but external tools, telemetry and application integrations can still create other data flows. Inspect those components rather than assuming the entire application is offline.

For a funded founder, start with an approved hosted route and a narrow task. For a mid-market CTO with a fixed residency requirement, first eliminate routes that cannot document that requirement. For a solo builder, the largest released model may be the wrong self-hosting project even when its license fits.
Where the Labs Say Data Is Processed
Read the statement for the product you will actually use. A privacy policy about personal information does not necessarily settle every contractual question about confidential business content. Storage location, inference location, support access and permitted transfers are different fields in the review.
- DeepSeek: Its published privacy policy says it directly collects, processes and stores covered Personal Data in the People's Republic of China. Its Open Platform terms refer developer personal information to that policy and place downstream end-user notice responsibilities on the developer. This is not a statement about a separately operated copy of its weights. Privacy policy, Open Platform terms.
- Alibaba: Model Studio's regional documentation distinguishes the region holding static data from the deployment scope executing inference. A Virginia access point can support different scopes; choose the scope and confirm the model is available within it. Do not convert a storage-region label into an exclusive-processing promise. Regions and endpoints.
- Moonshot: The international Kimi OpenPlatform policy says information is stored on servers in Singapore, with safeguarded cross-border transfers where necessary; its jurisdiction supplement describes processing and storage there. It also describes training and refinement among improvement purposes, so this page does not establish a blanket no-training commitment. Confirm any enterprise-specific terms. International OpenPlatform policy.
- Z.ai: The business API Data Processing Addendum, a contract describing how customer data is handled, says Customer Data is generally processed in Singapore and permits transfers abroad under applicable safeguards. “Generally” is not an exclusive residency guarantee. Use the API addendum, not only the individual-user policy above it. API data-processing terms.
- MiniMax: The API policy's main international-transfer section says covered personal data is stored in a US data center and processed by MiniMax or third-party vendors. The policy permits transfers, and its Singapore-specific provisions use different transfer language. Obtain a clear commitment for your account if exclusive US processing is required; the public storage statement alone does not establish it. API privacy policy.
- BytePlus ModelArk: Its processing document identifies Malaysia, Indonesia and/or the EU/EEA. It says inputs and outputs triggering its content filter are retained for 180 days in Malaysia. These statements concern ModelArk, not every BytePlus product. ModelArk data processing.
For a larger company, turn those statements into a short supplier record: contracting entity, inference locations, stored content, retention, training use, subprocessors and deletion procedure. If a field is absent or qualified, record that uncertainty and resolve it before supplying data that depends on the answer.
Chinese Open-Source AI Models: Check the Exact License
Approval belongs to a named checkpoint and license revision. A previous version's permissive license does not carry forward automatically. The current Qwen, Kimi, GLM and MiniMax entries above illustrate different conditions despite all offering downloadable weights.
Model as a Service generally concerns selling meaningful access to inference or fine-tuning, but the controlling definition is the one in the relevant license. An embedded customer-facing feature, an internal assistant and a general model endpoint may receive different treatment. Affiliate revenue, product revenue and monthly versus annual measurement are not interchangeable.

Save the license alongside the model identifier. Record any required display text, notice sent or written authorization received. Revisit the record when the product becomes customer-facing, the business changes or the checkpoint is replaced. For a wider comparison of individual checkpoints, use the open-source LLM guide.
Check the Application's Permissions and Failure Handling
A permitted deployment still needs a controlled workflow. Start a document assistant with read access to an approved collection. Keep customer messages, payments, account changes and file deletion behind explicit application permissions and approval steps.
Use representative examples with known acceptance criteria: the extracted obligation must match the source; the classification must use an allowed category; a code change must pass the relevant checks. Include ambiguous and incomplete inputs so the model must sometimes ask for information or hand work back.
Record the model revision, host, settings and tool access with the result. If a provider changes an alias behind the same name, you need enough information to investigate a change in behavior. License permission, task accuracy and production reliability are separate checks.
Best Chinese AI Models for Your Business: Who Should Pick What
The decision flips when the deployment requirement changes. Begin with what your organization can approve, then compare the remaining models on the same work.
If custom weight-license conditions are the blocker, start the review with DeepSeek's exact MIT checkpoints. If managed image and video input matters, evaluate the documented hosted Qwen or Kimi route, or MiniMax after resolving its commercial conditions. For text-only engineering work, GLM is a candidate if always-on reasoning fits the application.
If US-only processing is mandatory, choose a documented US deployment or infrastructure you control, with the exact model and data terms approved. A lab's headquarters, a provider's brand and an endpoint's name do not establish that boundary. BytePlus's current US exclusion is a separate contractual reason to remove its own model service from that shortlist.
For a bounded first pilot, DeepSeek makes the license discussion relatively straightforward. The following is a proposed evaluation process, not a test performed for this article.
Write the job and the data boundary
Choose one task, such as extracting obligations from approved sample contracts. State which documents may leave your environment and who may receive the answer.
Select the actual route
Choose the lab API, an approved host or your deployment of the exact weights. Use Pro for a text-only candidate; include Flash when images are part of the original task. Save the current model and license identifiers.
Define acceptance before sending requests
Require source-backed answers and a clear response to missing evidence. Keep the same documents and scoring rules for your existing baseline and the candidate.
Approve a bounded release
Review failures, timeouts, logs and tool permissions. Give the pilot an owner and a rollback path before expanding its data access or allowing write actions.
The Monday move is to assign an engineering owner and a procurement reviewer to the same candidate. Engineering verifies whether it completes the task; procurement verifies whether the proposed route and commercial use are acceptable. Neither result substitutes for the other.
How These Were Picked
The inclusion rule is a business-accessible model family with primary documentation. DeepSeek, Alibaba, Moonshot, Zhipu/Z.ai and MiniMax receive separate entries because each has current model documentation and released weights. ByteDance receives a qualified entry because its public international API is verifiable, despite the version and territory limits.
The comparison uses exact model identities, license text, documented access routes and first-party data statements. No performance ranking or claim of hands-on testing is made. A maker's capability description justifies an evaluation; it does not prove success on your workload.
The Ones to Avoid
Avoid combinations that fail your requirement before a trial starts. The exclusions are specific:
- DeepSeek V4 Pro for direct image input: the current API table does not support it.
- GLM-5.3 for a workflow that requires reasoning to be disabled: the documented switch is unavailable.
- Qwen3.8-2.4T-A95B approved as “Apache because Qwen is Apache”: the exact flagship license is custom.
- MiniMax M3 deployed commercially before the required notice or authorization: downloading weights does not complete the license process.
- BytePlus's own model services for an excluded US deployment: technical access does not resolve the territorial terms.
Also reject an unspecified “Chinese model API” that will not name the checkpoint, operator and applicable data terms. You cannot evaluate a supplier relationship that remains undefined.
Frequently Asked Questions
How good is Chinese artificial intelligence?
The documented models cover serious text, coding and multimodal workflows, but a country-wide rating is not a useful buying criterion. Compare the exact model and host on representative work, then check its license and data terms. This comparison establishes documented capabilities and deployment conditions, not measured superiority or a guarantee that a system is safe.
Why are Chinese AI models open source?
Publishing weights gives developers another way to deploy and modify a model, subject to its license. The license alone does not establish a lab's business motives, and downloadable weights do not necessarily mean unrestricted open source. The current Qwen, Kimi, GLM and MiniMax flagships above have custom commercial conditions; read those conditions before choosing self-hosting.
Is China's AI more advanced than the US?
That question needs a specific task and model version to produce a useful technical answer. For a business comparison, give candidates the same inputs, tools and acceptance checks, then compare completed results and review effort. A result on text-based coding does not establish superiority on image understanding or document extraction. This guide does not assign a national performance ranking.
